I find numerous other details missing which are important to genuine, moral and rational freedom lovers. Most seem to think, like P.M., that freedom is a matter of location, architecture, landscaping, new words & art. None of them seems to be based on a sufficient comprehension of free market economics. Thus none of their "ideal" free and intentional communities sounds attractive to me. None of them aims at exterritorial autonomy, free trade, monetary freedom and the protection of individual rights via volunteer militias. All imagine that they know already enough about liberty and human nature and ideal societal arrangements but tend to reveal only their own ignorance and prejudices. P.M.'s initial book was relatively successful because it shared so many myths with its potential readership. I can't remember anything good to say about it. But then genuinely libertarian utopias have always been vastly outnumbered by regulatory & collectivist ones. They would not appreciate my utopias, either, nor the "meta-utopia" of Nozick, which resembles panarchism. And yet, seeing the vast discrepancies between reformers, revolutionaries, radicals and utopians, the same kind of tolerance, which has already been largely achieved for religions and sects, and in our different daily life choices, is the only way to give each of them their maximum chance for their individually preferred utopias, realized among like-minded people, at their own expense and risk. - PIOT, J.Z., 28.11.1997.

It would give each individual the government or no-government of his or her choice, based on free individual secessionism and associationism. A framework for all kinds of isms, tolerantly practised, finally introducing freedom of action and freedom to experiment into the political and economic sphere, too. Try to envision it applied to all the trouble spots in the world today. A detailed application of this "non-system", for which religious tolerance set a good analogy, can be found in two books in this series, reproduced in PP 16-18 & 61-63. Once the term "paper money" stood not only for money printed on paper but for: forced currency or paper money WITH LEGAL TENDER, more or less exclusive, as opposed to OPTIONAL bank notes. That distinction is more important than whether either or both are, temporarily or permanently "covered" by and convertible into rare metal hoards and to what extent. The term "fiat money" does not make this distinction, either, and wrongly implies that any other cover or redemption than by rare metals is merely fictitious or arbitrary and no good to any holder. Neither government fiat, nor government or even private securities, nor real estate or long term assets, nor rare metal stocks are optimal, far less are they the only possible guarantees or convertibility goods for EXCHANGE MEDIA for daily needed goods and services. These exchange media do primarily need a "goods or service cover" or "readiness to accept - foundation", aptly called "shop foundation", and, in addition, an immediately due or short term debt payment or clearing foundation. For optional and market rated state paper money that can be TAX FOUNDATION: Acceptance at par with the nominal value in payment of all taxes and dues and for government bonds with e.g. gold clauses - while such investments in tax slaves are still permitted. Such monies greatly reduce the difficulties in paying compulsory taxes. Ultimately, they ought to be replaced by subscription and contribution based monies of voluntary members. For sound commercial banknotes: suitably "cut up" and self-liquidating bills, that debt foundation lies largely in "real bills", issued in payment for goods already sold & running only for 2-3 months. Those academics who still believe, copying from each other since about 1800, that the real bills doctrine is fallacious, have not really examined it and the functioning of market rated exchange medium when sound value standards can be and are freely used in them. Forced and exclusive paper currencies do not need a sound, open and clear and sufficient "reflux" arrangement. They cannot be refused or discounted and can thus be inflated. Optional and competitive private notes or paper monies do need sufficient and short-term reflux, to bring about the desired clearing settlement, for which they serve well, as physical means or tokens or certificates of exchange and clearing. Being refusable and discountable, they cannot inflate prices stated in sound value standards. When their issue technique is known, and is widely used, because such issues are not legally prohibited, then they can prevent depressions, sales difficulties and involuntary mass unemployment. Then they keep the quantities and values of goods, services and exchange media in balance and realize Say's Law: Goods and services "create" (rather: can be and tend to be used freely to create! J.Z.) their own purchasing power, in form of e.g. tickets, vouchers, warrants, coupons, banknotes and clearing certificates, in monetarily useful denominations - through the mediation of free banking and free clearing. In the absence of Legal Tender good money drives out the bad. Forgive the dissertation. I simply hate "sponge" words, which lead to spongy ideas and vague opinions and erroneous conclusions. - J.Z.).

The micrographic freedom of expression and information opportunity deserves also much more discussion, as well as the dependency of all speakers and potential listeners upon sufficient publicity for their combined, organized and proposed "curriculum" in any cultural centre, e.g. upon a meeting calendar, one that is comprehensive and timely. New ideas do also require special freedom of expression and information markets. These and other prerequisites for mutual enlightenment are rarely discussed, although without them freedom of expression and information can never be complete. Inmates of Nazi Extermination camps did also believe in non-violence - for all too long. But finally, at least in Treblinka, Buchenwald, Sobibor and a few others, and in the Wasrsaw ghetto, the survivors did rebel against being slaughtered and a few did thus manage to escape the gas-oven & other mass murders. The real test for any non-violent measure is not whether it can defeat a relatively civilized and humanitarian government but a ruthless or totalitarian one. - J.Z., 27.5.95.

PEACE MAKING, HARD OR EASY? PP 789. I hold that it is harder and more expensive to intervene with the rights and liberties and security of people and to coercively meddle with them. In other words, the warfare state is hard to take while a free society would be easy to live with. Peace would result, like a laissez faire economy, from leaving all creative energies alone, after simply releasing them. But most people, even freedom lovers, seem to find it too hard to get rid of their remaining statist and militarist errors, myths and prejudices. Thus this kind of enlightenment ought to be as much as possible facilitated, automated and sped up. In this microfiche self-publishing can play a large role. That is up to you - like so many other responsibilities, which you have so far wrongfully entrusted to others or tolerated as monopolies in the hands of others. I hold with Immanuel Kant and Ulrich von Beckerath that working for a free, just and therefore peaceful and prosperous society is a primary individual responsibility and duty. If you do already possess some insights into peace and liberty and their interdependence: "Noblesse oblige!" - J.Z.

Every TERRIRORIAL election defrauds individuals and minorities of their rights and their basic vote, to either belong to a particular community, state, constitution, system or organization or not to, according to their own, individual and free choice, regardless of how all others are voting. - Only votes in volunteer communities, that are only exterritorially autonomous, can be rightful towards all their members, because they had and continue to have their chance, and towards outsiders, because it leaves them alone. - Territorialism is THE basic foundation for any large scale and prolonged tyranny, apart from a relatively few and temporary voluntary victims of "great leaders", "prophets" or gurus. - J.Z.

(An association does not live but rather tends to die, if one attempts to make it live merely through a few pages, published every few weeks or months, through one of its outspoken members. Henry Meulen and my father supplied some evidence for that, if it were still needed for someone. Micrographic newsletters, on the other hand, could give every member a voice - as many pages as he or she liked to fill - and could thus establish numerous cross-linkages, inter-actions and network possibilities that would not pass the bootleneck of the necessarily few printed pages, edited by one or a few. I have a high regard for Meulen, as far as he went with his ideas - not far enough, I believe. For instance, he hardly ever gave Ulrich von Beckerath a chance to voice his alternative views on monetary freedom in THE INDIVIDUALIST. They exchanged letters over decades, filling probably hundreds of pages. Meulen destroyed most of his correspondence, under the assumption that the essences would have found their way into TI. That was a serious error. Of hundreds of proposals of von Beckerath only very few paragraphs were reproduced in TI. Beckerath's letter collection, up to 1943, was burned in an air raid. I am still trying to get together all of B.'s correspondence and any letter by and to Meulen, that anyone might have cared enough to preserve. - J.Z.)

PHYSIOCRATS, French, Works in French, in PP 1352/54. - Note by John Zube on this edition: When I began with my efforts to microfiche freedom literature, David Hart recommended reproducing bibliographies and works by the Physiocrats. Alas, I did not have, for many years, easy access to their works and the editions that I did come across were usually copyrighted, through recent comments. Thus even ancient works like these are somewhat legally monopolized in our days. - But there is no legal or financial obstacle to anyone who has access to these old texts to photocopy them and then get them microfiched by a good micrographic service bureau, after he has prepared the texts and arranged them suitably himself, to save filming & labour costs, but having to invest some labour of love, to make old and flawed printing and paper flaws less annoying. I do not know whether even the best present OCR systems can cope with them. - I must confess, that since these texts are in French & since I have so far only one customer in France, a left anarchist, I have not gone to any great length in hand-correcting flawed printing in these works. When one is just one lonely voice shouting in the wilderness, then one is inclined, at least in the long run, to spare one's vocal cords. - Anyone is invited to do better. - The French have invented the word "fiche" or "leaf" for microfiche - but what have they done with them, so far, especially their freedom lovers and anarchists? - As far as I know, only the texts of the French Revolution and French Utopias are well reproduced on microfilm - and this by professional publishers. - Even Proudhon's writings are, apparently, not yet fully reproduced, not even in French, not even on microfiche. Should such intellectual treasures be left slumbering in some not so accessible libraries, for further decades or even centuries? - No wonder our world is in such a mess, in many respect, especially in economics and politics. - If librarians, libertarians, anarchists, etc., lovers of peace, justice, longevity, intelligence expansion, space research, really loved books and texts that could promote their own enlightenment and liberation and that of others - they could and should do something about it, with microfiche, floppy disks, ZIP drive disks, text only CD-ROMs, large tape drives, hard disks, etc. - instead of leaving these media still largely under-utilized for their supposedly favourite literature. Laws do not block them in this respect, in most countries, by now. Nor do their limited means prevent them from extensive freedom publishing in alternative media. But their mindset, apathy and laziness does. Should we rather let this world perish or continue to be mismanaged by "rulers" and "great leaders" than resorting to affordable and legal alternative publishing and reading media? - PIOT, J.Z., 12 May 1997.

The Theory & Practice of Privatization, only in a 1p review, by THIES, CLIFFORD F., in PP 1378/81: 127. - It left denationalizing money to the last, i.e., until too late. When it privatized or introduced competition in less important spheres, it put the sales proceeds largely into the hands of politicians and bureaucrats, instead of putting assets into the hands of the people or taxpayers, as their victims, in part-indemnification. Result: The still property - poor people, now confronted by private monopolists, voted in the State Socialists again, in 97! - I had a short exchange with M.P. when he visited Sydney. He wanted to leave tackling the Bank of England to some time later on. It should have been the first target. Nor did he show any interest in an all-over denationalization project like I described in PEACE PLANS 19 C. - With their shares of public assets in their own hands, even the State socialists of the U.K. might have had second thoughts about investing them again in State socialist enterprises. - But they would have been free to do so. PIERIE, Madsen, Dr., Privatization: The Facts and the Fallacies, 1985, 36pp, 29x, in PP 643. The worst fallacy in this sphere, as I see it, is to imagine that, when politicians and bureaucrats pocket the sales proceeds, then a nationalized enterprise would be fully privatized. No wonder that many of the state socialists are in favour of this kind of "privatization". They get the capital value and get rid of the worries they formerly had with these assets. Instead, all taxpayers should be considered as shareholders and get their individualized shares in the national assets. Not a single further cent to the politicians and bureaucrats, at least not from this source, if it can be helped.
